You do not have to engage in physical intimacy with someone who makes you uncomfortable, ever. Politeness requires nothing more than a handshake.
Hugs are to be earned.

Oh I wish you could have told this to the lady my husband and I bought our new house from. It was so gross she just grabbed me and hugged me but she gave my husband a hand shake. Oh it was so weird and she was crying and I bit my tongue because I wanted to be respectful and have an acid tongue. But she has come back to the house to get a plant, which I was fine with but I would not leave the house I made my husband deal with her. I dread her coming back again (yes this is somewhat pre planned and I am ok with it) for some grapes since they have sentimental value, however this time I will not be caught off guard and will not allow her to touch me.
Folk were all upset when the First Lady hugged the Queen of England.
