It’s hard to “use” a toilet if you “can’t put anything” into it.

O the possibilities.
Why the quotation marks is what I want to know. Is the toilet not a toilet but a “toilet?”
Perhaps the sign was necessary because people kept flushing erroneous quotation marks.
